Google announced on Monday that it will require advertisers to disclose when election ads feature digitally altered content. This new policy aims to address the growing concerns over the misuse of advanced AI technologies, such as deepfakes, which can create highly realistic but deceptive content.

Generative AI has advanced rapidly, enabling the swift creation of text, images, and videos based on simple prompts. While this technology holds immense potential for creativity and innovation, it also poses significant risks. Deepfakes, which are expertly manipulated videos or images designed to distort reality, have become a major concern. These altered contents can be used to mislead the public, especially during critical times like elections.

Google's New Disclosure Requirements

Under the updated rules, advertisers must check a box in the "altered or synthetic content" category within their campaign settings. Google will then automatically generate an in-ad disclaimer for various formats, including mobile feeds, shorts, computer streams, and television streams. For other ad formats, advertisers are required to include a "prominent disclosure" that is conspicuous to users. The specific wording of the disclosure will be tailored to suit the context of each ad.

Real-World Implications

The necessity for such measures was underscored during India's recent general election. AI-generated videos featuring two Bollywood actors criticizing Prime Minister Narendra Modi went viral, urging viewers to support the opposition Congress party. These fake videos highlighted the potential for AI to be used in manipulating public opinion and influencing political outcomes.

In another instance, OpenAI, led by Sam Altman, revealed that it had thwarted five covert influence operations that attempted to exploit its AI models for deceptive activities online. These operations aimed to sway public opinion or political outcomes, further emphasizing the need for stringent measures to combat misinformation.

Industry-Wide Efforts

Google's new policy is part of a broader industry effort to ensure transparency and maintain the integrity of online discourse. Last year, Meta Platforms, the parent company of Facebook and Instagram, implemented a similar policy. Advertisers on these platforms are now required to disclose the use of AI or other digital tools in creating political, social, or election-related ads.
