Hamas proposes full hostage deal amid Gaza war

[MIDDLE EAST] Hamas has presented a significant proposal for a prisoner exchange with Israel, offering to release all Israeli hostages in its custody. In return, the group demands the release of Palestinian prisoners and a permanent cessation of hostilities in Gaza. This development comes amid escalating tensions and stalled ceasefire negotiations.​

Hamas's acting Gaza chief, Khalil al-Hayya, emphasized that any prisoner swap is contingent upon an end to the ongoing conflict. In a televised interview, he stated, "Without an end to the war, there can be no prisoner swap," highlighting the group's stance that the cessation of hostilities is a prerequisite for negotiations.

The proposal includes the release of all Israeli hostages held by Hamas, contingent upon the release of Palestinian prisoners from Israeli detention. Additionally, Hamas demands a permanent halt to military operations in Gaza and the lifting of blockades to facilitate humanitarian aid.​

Israeli Response and International Reactions

Israeli officials have expressed skepticism regarding Hamas's intentions. Prime Minister Benjamin Netanyahu has reiterated Israel's commitment to neutralizing Hamas's military capabilities and has rejected any ceasefire that does not include the group's disarmament. Netanyahu also emphasized that Hamas would not govern Gaza post-conflict.

International mediators, including Egypt and Qatar, have been involved in efforts to broker a ceasefire and facilitate negotiations. However, previous attempts have faltered due to disagreements over the terms of a potential agreement, particularly concerning the disarmament of Hamas and the conditions for a lasting peace.

Humanitarian Impact and Public Sentiment

The ongoing conflict has resulted in significant casualties and displacement. As of mid-April 2025, Israel has taken control of approximately one-third of the Gaza Strip, leading to intensified military operations and further exacerbating the humanitarian crisis.

Public sentiment in Israel is divided. Over 250 former Mossad operatives, including three ex-chiefs, have publicly criticized the government's renewed military campaign, arguing it prioritizes political interests over national security and jeopardizes the lives of hostages and soldiers.

The proposal by Hamas introduces a potential pathway to de-escalation, contingent upon significant concessions from both parties. The international community continues to monitor developments closely, with ongoing diplomatic efforts aimed at achieving a sustainable resolution to the conflict.
