Malaysia approves duty-free status for Forest City island, boosting Megaproject's revival

On July 17, 2024, Malaysia's Lower House of Parliament approved five amendment Bills that will enable Pulau Satu, an island within the Forest City development, to be gazetted as a duty-free zone. This decision places Pulau Satu in the same category as other well-known duty-free islands in Malaysia, including Labuan, Langkawi, Tioman, and Pangkor.

Prime Minister Anwar Ibrahim had previously announced plans to designate Forest City as a special financial zone in 2023. This latest legislative move is a concrete step towards realizing that vision. The new law, once approved by the Senate, will pave the way for increased investment and economic activity in the area.

Cross-Border Collaboration

The Malaysian government is also on the verge of finalizing a deal with Singapore to develop a cross-border economic zone. This initiative is likely to include the Forest City project, further enhancing its potential as a hub for trade and connectivity between Malaysia's southern Johor state and Singapore.

Royal Support

The project has also garnered support from Malaysia's highest levels of authority. Sultan Ibrahim Iskandar, the King of Malaysia who hails from Johor, has expressed his commitment to the project's success.

In December 2023, the Sultan announced his intention to push for the revival of the high-speed rail line between Kuala Lumpur and Singapore, with a route passing through Forest City. This royal backing could prove instrumental in securing additional support and resources for the project.

The establishment of a duty-free zone in Forest City has far-reaching implications for Malaysia's economy:
